The Historic Preservation Fund 

Advocacy

The Historic Preservation Fund (HPF) was established in 1976 to support the initiatives mandated by the National Historic Preservation Act of 1966. The HPF has historically been authorized at $150M annually and represents the federal government's investment in a public-private partnership to preserve historic sites that honor our shared past. The HPF does not rely on taxpayer dollars but is funded through fees from offshore oil and gas leases. The HPF has been an important source of funding support for state historic preservation programs, including in South Carolina. 


Despite being funded by Congress in March 2025 through a Continuing Resolution, the Fiscal Year (FY) 2025 appropriations for the Historic Preservation Fund remain unreleased, hindering necessary investments in state preservation programs.


In South Carolina, we receive approximately $1.1M in federal support for the SC State Historic Preservation Office, which requires a 60:40 match. The SC SHPO is responsible for programs that keep our innovative public and private partnership working efficiently, including:

 

·  Federal Historic Tax Credits for income-producing properties,

·  Subgrants to local historic preservation projects,

·  National Register of Historic Places nominations, and

·  Reviews of 100s of projects for impacts to historic properties under Section 106 of the National Historic Preservation Act.


The HPF support has also helped the SC SHPO carry a range of state programs and services including the state historic tax credits, reviews of projects for state agencies, the State Historic Preservation Grant Fund, and the state historical marker program.

 

In South Carolina, the Historic Preservation Fund also helps support the Catawba Indian Nation’s Tribal Historic Preservation Office (THPO).

Preservation News

June in South Carolina is a time of widespread festivities as people across the state commemorate the emancipation of enslaved African Americans by Union soldiers in Galveston, Texas, on June 19, 1865. Find a Juneteenth event near you here.

- The Union County Community Remembrance Project (UCCRP) is hosting their 5th Annual JUNETEENTH Remembrance & Celebration on Saturday, June 21, 2025, at Main Street Junction. Learn more here.

Beaufort County's Pine Island Plan

Advocacy 

In April, during multiple Beaufort County committee meetings, the developers of Pine Island reintroduced plans for a golf resort on the Pine Island property on St. Helena Island.


The representative of Pine Island Property Holdings, LLC is requesting permission to remove Pine Island 

from St. Helena’s long-standing Cultural Protection Overlay (CPO) zoning

This latest proposal substantially mirrors the original proposal that was first introduced in 2022 and rejected by the community and Beaufort County Council in 2023.

 

We joined with the Coastal Conservation League, the Gullah Geechee community, Penn Center, and residents of the island in opposing text updates to the Overlay. Projects such as Pine Island would allow for inappropriate development that threatens important and historically significant sites. The issue went before the Beaufort County Natural Resources Committee at their June 2, 2025 meeting. South Carolina Preservation Awards

June 18, 2025

Since 1995, the South Carolina Department of Archives and History, Preservation South Carolina, and the Office of the Governor, have recognized exceptional accomplishments in the preservation, rehabilitation, and interpretation of our architectural and cultural heritage with a series of statewide awards.

The 2025 South Carolina Historic Preservation Awards Ceremony is June 18, 2025 at 2:00PM at the South Carolina State House. Learn more about the awards program, and view past recipients, here.

     

Volunteer Opportunity

E.T. West House Work Day!

We are looking for volunteers in the Darlington area to help with yard work and cleaning the interior of the historic E.T. West House. 


This supervised work day will be in late June and is a great opportunity for those that wish to get involved with Preservation SC!
